You're claiming career service folks who probably devote considerably more time to their jobs than other federal employees and who sacrifice their families, other relationships, more valuable private sector positions, etc. in service to their country are the "worst"?

No. I'm claiming that many of the goals and operations that the CIA have pursued over the years are the worst. I have made no claims about the personal character or personal veracity of individual agents. I simply view the CIA as a corrupt organization that operates independent of American interests, but instead acts in the interest of the agency.
