It is in the best interest of the government for the property values (read: property taxes) to remain high

No doubt. To me, though, property rights come first. There are ways to meet in the middle without being punitive.

No doubt. But what keeps the property values high? Demand. What drives demand? A strong local economy i.e. jobs. I once had an offer of $150K/year but didn't move to the town because of all the boats parked in the front of houses....said no one fricking ever.
