this should be the case.

if your trailer has flat tires and the boat has a couch stuffed in it you should get fined.

Nado that is fine, its covered, and looks decent. This rule was put in place bc of all the hicks who didnt keep up with their boats and they became eyesores. Your picture is completely acceptable and if more people did that, this would have never been an issue that was brought up. What they should have done is just begun to fine people who didnt do it properly.
