Yes he was. But how many people knew what he was doing and did nothing about it? It is not something people are ever comfortable talking about and is almost easier to ignore it than to have to confront people about it.
Mike McQueary walks in on Sandusky raping a young boy and does nothing to stop it. Your mind wants to think you didn't see what you just saw because it is easier to process that.
