I'd go A and if they bitch and complain you can always put it out there it's reduced hours or reduced number of employees.

Never seen UE come out of my payroll, I think Texas, it's only a small percentage back on the employer, maybe 25%..I could be way off though.

Considering you've done this 5 years in a row, I'd say there needs to be a change. Seems like a reoccurring problem that funds from busier times of the year aren't budgeted appropriately to last the whole year effectively. I would fight not to make any changes until they make a permanent solution to the problem, then do a time reduction. It sounds like your business sustains the 2 employees 10/12 months of the year, I don't see why the budget couldn't be spread more effectively to accommodate them all the year

Each month of the year presents a different scenario. It's not as if I'm given 360k/yr for payroll and can just slice it by 12, and go on my way.

Savings need to be through end of 2016. No word on start of '17; however it's normal operating procedures that this reduction continues through end of January, at the minimum.

Real talk. Let 2 people go. Rehire them in 2 months, if possible, as hourly employees.
If my company came to to us with this on an annual basis, it would take care of itself. People would walk with the quickness

Find yourself a couple outdoorsman to come in and they will be more than happy to take off Dec/Jan off every year with 7 weeks pto.
