Nixon and Kissinger opened up China because there was a rivalry between them and the Soviet Union, and Nixon wanted to drive a wedge between them. Reagan continued the policy. So I'm sure the reason Reagan upheld the "One China" policy was because he didn't want to undermine what he really wanted, which was to exacerbate the Sino-Soviet split.

This. The ongoing cold war with the Soviet Union influenced much of America's foreign policy prior to the Soviet's collapse.
