It's a violent world, always has been, always will be.
The vast majority of crimes are because it is acceptable culturally to solve disputes or take things that don't belong to you.
Japan has ~ 128 Million people. In 2013 in the WHOLE country there were 939 murders or attempted murders.

Accessibility to firearms plays a small role but doesn't nearly get us from our murder rate to theirs.
It's cultural.
Some folks' cultures simply don't play well with others.
