Their front yard has been littered with leaves for weeks. They just slowly trickle over. They even raked a pile for their son to jump into, and that pile eventually blew entirely into my property.

Here's your solution if you're tired of raking their leaves in your yard.
Before the wind blows them all to your yard, go over to their yard and rake them up. That way, your yard stays clean.

Didn't read the rest of the thread but I find it odd you think of leaves as being litter.
