Yes and it happens all of the time. Thats why lobbyists are sent to Washington to get a leg up and hard working people get bent over.
The idiots on this board are so brainwashed by their media outlets that they somehow believe bailing out banks, cutting taxes on big business,prop1 etc are good but disabled people getting a stipend are bad. This is done by gaslighting the issue into creation of jobs vs lazy people.
This dumbass view is generally achieved by stirring up hate and bigotry then slipping in the bullshite message. Its bc we're run by a bunch of greedy sociopaths who use everyday people to spread their lies in order to become wealthier.

Some of us disagree with both forms of welfare.
