Not saying i agree, but that's the answer to your question.

And I'll first admit I didn't read the story, but I'd guess he only chose high school because these are kids that are, what, as young as 15 years old...it may be their choice, but the argument is that it's dangerous enough to maybe consider that a 15 year old isn't properly equipped to make that decision.

I see the argument, though not saying I agree with.
