Students shouldn't be having to fight. Where are the cops posted on campus? They should be on scene within 1 minute of hearing shots echo across campus
If you are a campus cop with a weapon waiting for backup outside of a building where shots are being fired you need to face jail time. Students aren't armed, and aren't being paid to be an armed guard. Get your arse and your pistol to the scene.
Imagine the feeling of having to throws chairs at a shooter while someone with a weapon who is literally paid to sit around incase this happens is no where to be found
Edit: if after initial shots the shooter went into hiding then obviously no officers are at fault here.

1. This is a classic example of why individuals (not just on campus) need to bear arms. The police can't prevent this and they can't get there fast enough to end it before the bodies start piling up. Even if they could get there in one minute, that's a long time for someone with a gun to kill a lot of unarmed people. It's the reason why the saying exists, "when seconds count, the police are minutes away"
Also, if shots are echoing across campus, how will they know where to go if they aren't already right on the scene? A lot of campuses are huge, and without an army of officers placed every 50 yards, they can get spread thin.
2. Facing jail time for waiting for backup? How does the campus cop know how many shooters there are, if there are hostages, or if he's going to endanger more people by running in, guns blazing, without being able to properly assess the situation? He could put himself in danger, as well. The SCOTUS has said that police officers have no duty to protect anyone; they are law-enforcement officers who are charged with enforcing the law, not being Superman. They have their own lives to worry about, too. Sounds pretty selfish, but you also don't want more lives (officers) lost due to careless bravado. We shouldn't have officers worrying about the choice of suicide or jail time.
3. The students shouldn't resort to throwing chairs at a shooter. They should be able to carry firearms safely on their persons in case they are needed. No one should have to rely on anyone else for their own safety.

I see you're one of those individuals who thinks cops are omnipresent and can teleport to areas of violence. Students should most definitely fight back.

The police are not legally obligated to help you.
