Clarify two things:
1) did you try it on a port that definitely works on the motherboard (a DOA SATA wouldn't be the most surprising thing ever, and sometimes the drives and ports just don't play nice)
2) did you try the drive in another system to confirm it is still recognized elsewhere?
If you can't get it to work on an older, known to be functioning system, fixing it or recovering data is far out of my league.
If an old system isn't available, perhaps try a USB toaster-style drive as a substitute.
