You get rid of the criminals over a period of time. Slowly but surely. Most criminals are repeat offenders. When they come back into the system... they are gone.
Routine traffic stops, drivers license renewals, etc... when they are discovered, they are gone.
Really pretty simple if you look at it over a period of time. If you look at trying to do something like this in 60 to 90 days then no, it is not possible.

I could get most of them packing or on their way in 60 to 90 days.
You immediately start fining every single business that has illegal workers under their employ maximum fines. Framework is already there to do this
In short order it wont be worth the risk
When the risk to pay illegals becomes to high illegals will not have any money and will be forced to act
