I believe the way to handle that is similar to alcohol or tobacco. It should start out as something used to treat PTSD. That would be very successful IMHO. It would also prevent the large drug addiction problem facing veterans

I used to smoke it regularly but didn't begin until college. With all the evidence it damages the development of the brain in adolescents I would want significant jail time for anyone providing it to a juvenile.
