Read the rule, posted earlier in this thread. The tackle box is 5 yards to either side of the center. He was inside of that when he released it. This was intentional grounding.
ETA: 5 yards to either side of the center at the time the ball is snapped.

It was close, I will say that. I dont know the ruling on reviews for IG, but if reviewed, it should have been called.
