This ain't like shooting robins, being a bird over the limit, or running water chickens in your mud boat. I can understand youthful indiscretion, but something like this warrants a harsher response than the standard slap on the arse for being a dumb kid.
Absolutely. We all did dumb stuff. For a lot of us (myself included) that included some unethical hunting practices that we, as adults, would not consider now.
But at 19 years old you are an adult. At 19 you know how serious it would be to kill an endangered animal. This was a complete disregard of everything we hunters say we care about.
I support 100% maximum penalty of this "kid." The threat of accountability and consequences reaches pretty far into the minds of others.
