This has been years in the making. HS coaches like Todd Dodge and Art Briles spawned an offensive revolution in Texas.
There's a prevailing mindset of placing all your talent on offense which is a 180 from old Texas HS football.
Most Big 12 teams are recruiting that mindset and lack of talent on defense.
Just my working theory anyway...
