Kings at that time were always extremely short on cash to fight wars. Believe it or not, they weren't all powerful in the Middle Ages. They had to do a lot of politicking to get what they want. The absolute monarchy ideas didn't really get going till later. They didn't really have efficient taxing standards.
The Templars were super rich and had a ton of profit. Their military strength though was zero since the Crusades ended.
But the French King had an intriguing relationship with the Pope. There were difficult negotiations to allow Phillip to go after the Templars. But he erased a ton a debt by being allowed to go after them.
