I plan on changing the fuel line tomorrow. Got all plastics off and it's ready to go. Carb is soaking in seafoam.

Concur on the rebuild and hose replacement.
I have a 2001 Rancher and it was doing the EXACT same thing. I replaced the spark plug, replaced all of my hoses, and eventually ended up rebuilding the carb, and it runs like a top now.
It's been a few years, but I picked up a rebuild kit for $21 at the ATV shop on Millerville in BR. The biggest improvement came when I replaced the jet.
