Its easy enough just to go over to Gardere and get to Nicholson that way. No need to extend Staring any more.

The city could buy it anyway if they wanted to... but it's not the hardware store that's the problem, it's enough East to not be in the way. The problem is that there is a small cemetery behind what is now Sanctuary gifts that would have to be moved.
ETA: And if they did even extend Kenilworth to Burbank, it would be relatively easy to keep that going to Nicholson.
