Personally I think every homeowner and business owner should pay a minimal amount of property taxes to cover basic services like police, fire, garbage and sewer. Then you could exempt homeowners from paying property taxes say from 50K to 100K and then pay more taxes for anything under 50K and over 150K.

We have way too many homeowners that enjoy police, fire, and other services who don't pay anything.

So what is the $3,000 in taxes i pay every year going to, other than stupid arse libraries, public schools and CATS, of which i use none of, and never will?

You should give the libraries a try. They are fantastic institutions. Any book you could ever want, if they don't have it, thry can get it to you. Same goes for movies, documentaries, tv series, and albums. Their site even offers free downloads. It's a hugely useful resource that you're already paying for.

It depends where you live, but if you live inside the BR city limits property tax payments go to the EBR parish School system, CATS, BREC, the Library System, EMS, City Police, Fire Protection and the General fund.
