Those tests are designed discriminately and are harder for African Americans to take. They learn differently and we need to understand that a higher percentage come from broken families and thus should be given more structure to succeed in school.

So, who are you going to blame for the issues you've stated? You blame the inner city school system that is run by black people in majority democrat black run cities? You blame the broken family where dad knocks up different women and then still continues to live the street life? You blame whitey for working hard and leaving these school systems because they know they can't afford to send their kids to college and want them to do well in hopes of receiving a highly sought after scholarship that the black community is pretty much given for merely applying for?
