Guard is State's military and are in the service of the Governor.

Governor can loan them/place them under authority of President, but President is not their Commander-in-Chief.

Both the governer and President are they're commander in chief. The president can federalize them anytime he pleases but the governer can activate them on his own. The Reserves are federal troops only and the governer has no authority over them.

Partially true. Guard is under dual state and fed control in general, and is always one or the other at any specific time. The Guard has 2 commanders in chief.Reserves (and active duty, of course) are only under Fed control.
