The problem with NBR is they expect someone else to clean up NBR for them. If you ask any resident, educated or not, they will say the same thing, "they need to do something for us in NBR".

They know exactly where all the gang, drug, and other illegal activity takes place, but say nothing and do nothing. If they really wanted a better community, they would actually put in the work.
