They obviously went too far, but this is why criminals become even more emboldened. They know your avg citizen is becoming more apprehensive about defending themselves and their property out of fear of violating the law.

Most companies forbid their employees from doing anything to shoplifters because there is way too much liability.

Fear of prosecution or litigation has made retail stores conform to a non confrontational policy. A guy can walk in, take what he wants and policy prevents anyony from touching him on the property. Its the norm rather than the exeption.
