Just saw him about a month ago and he sounded almost as good as the first time I saw him in lafayette in early 90s

Just an FYI - they can put the box in line for a live mix. They probably didn't have that for the DNC.
So, his professional sound crew can do pitch correction at a "live" show, but since the DNC is wired for speeches, not live music, may not have been an option so you got the raw, "current" Paul Simon.
Plus, it seems he was about half in the bag - ~3 drinks past where he should have been if he was going to perform. But, hell, it's Paul Simon - he probably thought, "frick it. It's 1 song. I can do that with a few drinks in me."
