Yes. Especially in this case where the person broke the law by not complying with the order to exit the vehicle. But you didn't watch the video, so what would you know?

It could have been avoided if the person would have just stopped fricking with the dog. If you are willing to do something that could result in something else, whether its right or wrong, it still happens and you should be willing to take responsibility for it.
