The way I understood it, 11 was just using the upside down as sort of a bridge to be able to spy for the US govt in faraway lands, hence the Russian. The link to The Upside Down from our world never existed until she touched the monster.

ETA-Look up the X-men character Nightcrawler's teleporting ability. Sort of the same thing.

Definitely what was happening. The Russian wasn't actually in the other dimension. Eleven was just using the spiritual plain to spy for the government, and the governement was testing their limits when they stumbled upon the monster. Also, I don't think that actually was the upside down at that point. It was all black plain and didn't look like the reflection that is the upside down. I think it was just some in between plain that Eleven is able to tap into to project her mind across space and dimensions.
