Hogan and the Rock are the WWE icons.
Cena's has just been consistently there for them. Had they found another Rock, he would have been pushed aside.

If we're talking about guys who can actually WRESTLE and be entertaining at the same time, it's still Ric Flair by a landslide.
From the entertainment standpoint, it's still Hulk Hogan. No matter how tainted he is still currently.
Cena isn't close. Despite WWE positioning him to replace Hogan as that sort of icon. Especially after Hogan's racial tirade.

Stone Cold may have been an incredible draw, but he was far from a legendary worker. He also had the benefit of being gifted one of the greatest gimmicks in the history of the business to play off the greatest heel.
His era was short and he had to share it with The Rock. Stone Cold also didn't exit the business doing the honors. And putting over an already white hot Rock at Mania isn't exactly doing the honor. He acts as though he comes from this old guard of Superstars protecting the business but he never really used his star power to build new stars on the way out.
Stone Cold is undoubtedly one of the biggest merchandise movers and memorable characters from a memorable time, but he isn't Cena.

Stone Cold is GOAT. Better than Hogan, Flair, Rock etc. Some of the pops he got back in the day were unparalleled.

It really matters what kind of criteria you want to use.
If you want the greatest technical wrestler then I'm sure there are lots of answers there and I don't really watch wrestling for the technical wrestling aspects so I'm not the best qualified to answer that question.
If it's about who can tell the greatest story during a match, I am not sure but I would go with Ric Flair.
If you want to go with who was the biggest draw for the longest time during the era when wrestling was at its peak, popularity-wise, then you'd have to go with SCSA.
Cena definitely has an argument for being the top draw the past 10-15 years, though.

WWE/WWF was always at it's best when it had guys who were versatile enough that they could turn heel and still be a fan favorite.

No Cena is not.
Hijack-Looking at Stone Cold and the Rock made me think back to the mid to late 90's of wrestling. It made me realize how much I miss the original ECW.
