Would something like this work?
I have these for our bicycles and they work great for that:

Probably if I just had 1 kayak. I want to put them basically on top of each other. I will see if I have a pic of the area I'm trying to mount them.

I use a bicycle lift to hold our paddle boards in the boat house on our dock. Works well. Got mine from Harbor Freight for like $8.
