I would think if you don't accept the beer, you don't have to pay. It's the bartender's fault for not getting the money up front.

I'm an All American drinker with an All-Pro liver for 40 years and not once have I paid for a drink upfront.

And I would have enjoyed my $6 beer inside then strolled outside for my next dozen $3 beers. Problem solved and I still have my teeth although at this age they are store bought.

Bourbon Street isn't the place to be these days.
