Similar to when a kid should have a car imo.
I think its beneficial for them to learn what its like to not have one, before they actually get one. And then would be a good idea for them to help pay part of it at least to have some skin in the game and learn to take care of it.
* also pay phones are non-existant now, so if the kid is away from home much, its pretty much a necessity.

Thirteen. Tell them it is their bday present for becoming a teenager. This was also the first age where they should be going anywhere with friends that you don't know exactly where they are and when they will be back.
