Having just done this yesterday, I think you are incorrect.

Go to any google site. Click the circle in the top right corner where you would select which account to log in with. Select "My Account." Then go to "Connected Apps and Sites", lastly go to "Manage Passwords."

You can then see every password Chrome has been asked to saved.

there is a little more to it than that, but
(1) you're saving passwords, so that is on you
(2) not noticing someone rooting through your system is on you...

This wasn't some bug that sent back files, your friend watched it happen

OK, looks like they recently redesigned the whole settings area. Now it just asks for your Google password, you still have to type it. Once you do that, you can click each saved password and view it.

About a month ago, you go to the same place, but when you click the button to view the password, you would be prompted for the windows password.
