Within Municipal areas, that is almost certainly the case. However, there are a large number of crossings in rural Louisiana that do not have gates and occasionally not lights. Often these are spurs that go to loading facilities for petroleum products, chemicals, or lumber.
A friend from high school was killed on by a train when his truck stalled on the tracks, unfortunately, I think he had been drinking. He was trying to restart the truck when it happened. There was no gate where he was but that was back in the early eighties near Duson, La
