That is not a weak midfield man. A midfield of Alli, Delph, Dier, Sterling, Wilshere (maybe) and Rooney (assuming he won't play up top) looks pretty good to me. Drinkwater and Lallana are good players too. There's only a handful of teams that will be at the Euros with that kind of talent in its midfield. Very good group of strikers too.

It's a very lack luster midfield with no real international experience you need to lead a midfield other than Rooney.
If England make it to the knockout rounds their midfield will get ran over.

What? Dier and Alli have no international experience, Delph is an average player, Sterling is a wide player, and Wilshere was the most consistent performer during qualifiction but is coming off a nine-month injury.

Belgium, Italy, France, Spain, Germany, and Croatia have better midfields, and deeper as well. I've named six teams, which isn't counting teams like Wales who have midfielders actually getting game time at their clubs (unlike Delph and Wilshere).
All in all, this is a very average/poor England team when combined with the regressive tactics Roy is no doubt going to employ.
