I think he's saying it's possible but very unlikely and there are probably more likely things that could happen anywhere that you should be more concerned about.

What was stopping a pedo from dressing up like a woman and going into a woman's bathroom before today? If some freak is at the point of trying to molest some kid you think the very minor public indecency charge of using the wrong bathroom was going to stop him?
