It's like people who say, "Don't let the dog out. He'll run away."
You ever stop to think it ain't meant to be?
If he doesn't want to be there, why hold him hostage? He knows where he gets fed... He'll either come back or he won't. By keeping a dog on lock down, you drive his instinct to escape even more. Give him some freedom, and if he survives, he'll listen better and hang close to "the pack".
