This is so completely wrong I don't know why you would even make it up. A 20 on the ACT corresponds to about 53% correct answers LINK. You would expect to get <25% correct guessing randomly (3 sections have 4 answer choices, one has 5 choices). To get >50% correct would be astronomically unlikely.
