I agree. Gpa should mean way more than tops because your gpa actually matters.

This. The college gpa needed to maintain it is IMO a more important factor in qualifying than a single test. Raise the GPA to maintain it and you keep the serious students in school. I'd also like to see percentage covered based on major to keep kids majoring in STEM fields in state.
