You're right, my bad. He was on TAP. Got the two confused (again it's been a while).

Students were required to earn 17.5 units in the core curriculum, score a minimum 18 composite score on the ACT, and earn a 2.5 grade point average. In 1992, the program was renamed the Tuition Assistance Plan (TAP) by ACT 887 and ACT 718. Both programs had an income cap.
