Twice, and yes. It's not that unusual. "Active shooter situation" can mean a lot of things, not always someone rampaging through a base shooting everything that moves.

Google "Fort Lewis troubles" for a little taste. That place was crazier than hell for a while.

Twice is believable and somewhat remarkable, in the literal sense.


Several, which definitely implies 4 or more, is not.
