So no it isn't as simple as to making it out just to me, the insurance company wont do that, already tried.

I've asked my bank what I should do and it seems none of them wanna make a decision because they are scared someone will wanna come back later and try and claim money.

It seems like the best thing to do it sign for him, mobile deposit it and be done. Could there be repercussion for signing his name and trying to deposit it this way? Do they look at the checks that hard when they are mobile deposited?

I doubt that a human will look at the endorsement unless it's a particularly large check. The bank is being cautious because if the check is endorsed by both payees as required, it will be a forged signature, and if at any point anyone questions the check, it can be returned for invalid endorsement for up to 3 years.
