Building a house right now. Bid for 22kw whole house generator was 5600. 2500 living 2 ac's gas heat, gas range, electric dryer and oven. That seems very very high to me. I realize yours is existing house that takes extra work to tie in but 7k more seems excessive to me.

I put in a 22kw Generac about 8 years ago, for generator, ATS, and electrical was about 10K.
Keep in mind there is a HUGE difference in cost between air cooled and liquid cooled generators.
