What's your point NOFOX?
Nobody in Japan rioted or killed or raped people in the superdome.

My point is the scope of the catastrophes and strength of storms is not comparable with respect to the OP.
If NLA had the population density and level of destruction and lack of resources/law enforcement as during Katrina, shitheads would have looted. Pretending like North Louisiana doesn't have shitheads who would loot given the chance is stupid.
Nobody in Japan rioted because they are a completely different culture that values honor much more than ours.
