Agreed. I would like to see it bumped significantly. A 3.2 and a 24 or 25 perhaps to start and ratchet it up every few years to incentivize school's improving the quality of their education.

3.0 with a 23 should do the trick. Wasn't the average like a 19? It will be fair on all fronts. 20 is too low.
