OP, you just don't get it. Once taxes are raise, they will never take them out no matter what. Look at TOPS. All that monies went into the general fund, but was set to be self funded. 
These clowns write what they want as needed to line there pockets. When someone spends 80 million to be governor, he sure as hell didn't used his money and some people are looking for pay back.
