It's not a coincidence that so many various law-enforcement and/or military utilize German Sheperds, or their cousins the Belgian Terveruen/Belgian Malinois.
I've read, for decades, that these three are some of the most eminently trainable and intelligent dogs. Check out the Monks of New Skete.

Had a Tervuren (Belgian Shepherd Dog) as a kid. Great dogs super smart and very protective of their "flock".
