Yes, yes they are, but culturally and statistically speaking, isn't the discriminaton a normal natural reaction? It's not rocket science as to why this happens. Is it "fair" for the AA that are hardworking, law abiding citizens? Not at all, but I highly doubt they are the ones that are impacted. But the fact of the matter is, no matter how much protesting is carried out, laws are passed, and free speech silenced, the discrimination will not improve until the toxic culture within many AA communities is improved. Personally, I think the #1 thing we can do as a country to improve opportunity for AA is end the war on drugs, as they are disproportionately impacted . There might be a few other external measures that could be added to help, but ultimately the responsibility will rest on AA with maintaining the family unit/not having children out of wedlock/graduating high school.

where did the discrimination come from before the current "culture"? I am talking about until the 1960's or so? The culture as many call it was not always like this.
