Under Bernies plan you would be paying to send every window licking, booger eating moron to college. At least with TOPS you were required to be literate. But I guess that's racist.

The difference is one is a state run program, the other would be the federal government trying to gain more power and influence over the country. There is a large difference between the two and if you don't think there is then you are fooling yourself.
