TOPS should be given strictly based on ACT scores. GPAs are way too scattered across the board. Below a 24, you shouldn't get anything. I think right now the minimum is 20 or something ridiculous.

HOWEVER, this should be phased in. What JBE is doing right now is grandstanding and it will backfire into his face.

The requirements are absurdly low for starters. It also should be something recipients would pay back to the state if they do not graduate in a certain time frame. I know that is incredibly unrealistic, but I know many, many people who got TOPS, lost it, and dropped out.

I'd also like to see some sort of residency requirement implemented after graduation but that may be too much.

I disagree. I had a very meh ACT score but 3.9 GPA. My poor family was not going to pay for any prep course. I also finished my engineering degree with 3.5 which is not bad IMO. I've seen many students with higher ACT scores that simply do not flourish in college. I came from a poor family and wanted to make some $$$$ so I had no other choice.
